That would make sense. You’ve got to wonder though if the pro-war Cato folks ever thought to themselves “Why do all the foreign policy experts who otherwise share my ideology and I respect oppose the war?”.

From what I have gathered, all of the Cato foreign policy people were against the war, while the only Cato employers who were in favor of war were not foreign policy specialists, so did not get to express their pro-war views through the official Cato mouthpiece.

I could have sworn I read that they were officially opposed to it and anyone writing anything in support of it had to do so outside the bounds of Cato, but maybe I was wrong.

Cato doesn’t take official positions. Only the scholars do, in their names.
